MOSCOW. Dec 20 (Interfax) - Russia's Federation Council approved a bill ratifying the agreement between the governments of Russia and Tajikistan on cooperation in the exploration and peaceful use of outer space on Friday.
The agreement signed in Moscow on June 19, 2023 in particular outlines the potential cooperation areas. These include Earth remote sensing from outer space, satellite navigation systems and related technologies and services, leveraging joint activities to develop new space equipment and technologies, the supplementary documents said.
The agreement also defines the types of cooperation, in particular, planning and implementing joint programs and projects using the scientific, industrial and experimental base, sharing scientific and technological information, experimental data, research and development results, documentation, materials and equipment in various areas of space science, engineering and technology.
According the document, Russia will fund joint activities in implementing the agreement at the expense and within the limits of budgetary allocations provided for these purposes by Roscosmos, the state corporation for space activities, and from extra-budgetary sources, while Tajikistan will fund them at the expense of extra-budgetary sources.
Exported protected articles and technologies in an importing country and at facilities under the jurisdiction and control of that country, in particular, when they are used and managed by a party to the joint activity, will enjoy immunity from any form or type of seizure or enforcement proceedings, as well as from any other coercive measures such as foreclosure or seizure of these categories of goods pending a court ruling, it said.
The parties mutually waive any claims against each other for liability and damage compensation, and accordingly each party shall not make any claim against the other party, its competent authorities and designated authorities and organizations for damages to its own personnel and its own property in connection with the involvement of such personnel and the use of such property in the joint activities under the agreement by that other party, by its competent authority and designated authorities and organizations or their property as a consequence of their participation in or its use in the joint activity, respectively, it said.
