Medical records of migrants to be forwarded to Russian Interior Ministry under new bill

MOSCOW. Feb 6 (Interfax) - The State Duma Health Committee is drafting a bill on health checks of migrants to be made within 30 days since their arrival in Russia, committee head, member of the Liberal Democratic Party faction Sergei Leonov said.

"The bill compels all healthcare establishments conducting health checks of migrants to forward medical records to the unified information system. The Interior Ministry will receive information about infectious diseases and drug abuse, while Rospotrebnadzor will be informed about infectious diseases," Leonov told Interfax on Thursday.

Currently, a migrant who tests positive for drugs may detox, take another test, and be employed with a clean record, Leonov said. Amendments will allow the Interior Ministry to start monitoring such migrants immediately.

For now, only labor migrants are compelled to undergo heath checks within 30 days, while those visiting Russia for more than 90 days are compelled to do so within 90 days.

State Duma Speaker Vyacheslav Volodin said earlier that the State Duma was drafting bills on health checks of foreign citizens arriving in Russia. The State Duma also awaits Russian government proposals on regulating labor migration and arrival of labor migrants' families in Russia, he said.

Fourteen bills improving the migration policy were adopted in 2024, and the work goes on, Volodin said. About 670,000 illegal migrants are currently staying in Russia, he said, citing the Interior Ministry's statistics.
