Putin allows for discussing possible external administration in Ukraine in order to hold democratic elections

MURMANSK. March 28 (Interfax) - Russian President Vladimir Putin has allowed for discussing the idea of an external administration in Ukraine in order to hold democratic elections.

"In principle, of course, the possibility of an interim administration in Ukraine could be discussed under the UN aegis with the United States, European countries and, naturally, our partners and friends. So that democratic elections are held and a capable government enjoying public trust is brought to power before starting negotiations on a peace treaty." Putin said at a meeting with the Arkhangelsk nuclear submarine crew.

It will be possible to sign "legitimate documents to be recognized worldwide and to be solid" with this government, he said.

"However, this is just one of the options. I am not saying there are no others. [...] But this is one of the options, and the UN has such practice," Putin said.

There is an international practice of the kind, and "what is called an external administration, an interim administration, has been established several times as part of the UN peacekeeping operations," he said.

Putin gave the example of East Timor, Papua New Guinea and parts of the former Yugoslavia.
