MOSCOW. April 8 (Interfax) - The Russian State Duma passed a bill allowed the decision on military conscription to be enforced throughout a year on second and third reading on Tuesday.
If such a decision has not for some reason been enforced during the current draft campaign, it will be valid for another year, and a draftee can be sent to the army during the next campaign, the bill said.
The bill also exempts from military service Russian citizens not listed as reservists who served in the DPR Armed Forces, DPR military formations and bodies, the LPR People's Militia and LPR military formations and bodies and took part in the hostilities for at least three months starting from May 11, 2014, as members of the DPR Armed Forces, DPR military formations and bodies, the LPR People's Militia and LPR military formations and bodies under resolutions of the DPR and LPR authorities.
The bill exempts from military training call-ups Russian citizens, "except for those assigned to mobilization reserve, who served as members of volunteer units envisaged by Russian Federal Law No. 61-FZ on Defense dated May 31, 1996, and took part in the hostilities, counterterrorism operations or operations conducted by volunteer units outside the Russian territory for at least six months, as well as those who were undergoing treatment or were in captivity (except in cases of voluntary surrender), were held hostage or internee due to the participation in the hostilities, counterterrorism operations or operations conducted by volunteer units outside the Russian Federation over that period.
The rule applies for two years after discharge from a volunteer unit.
The bill was drafted by a group of Duma deputies, including Andrei Kartapolov, Andrei Krasov and Vasily Piskaryov.
