Medvedev deems filling in content for supposed memorandum on Ukrainian settlement painstaking work

ST. PETERSBURG. May 20 (Interfax) - Painstaking work is to be done to fill in the content of the supposed Russian-Ukrainian memorandum on peaceful settlement, as well as to find those who will be able to sign it from Kiev, Russian Security Council Deputy Chairman Dmitry Medvedev said.

"As for the memorandum, this idea has been formulated, but it is still a long way to go to find the content for this memorandum, which would be appropriate to the problem, find the proper legal form and find those who are able to sign this kind of memorandum from the Ukrainian side, if such a thing is possible," he told reporters.

"This is not an easy task, because the current Ukrainian state, the current political regime has no legal grounds for exercising its powers at this point," Medvedev said.

"This regime has exhausted its powers and has made no decisions within the framework of the current constitution," Medvedev said.

"Probably, some opportunities to legalize themselves, and these opportunities are provided for by the Ukrainian constitution, exist, so we will wait and see. The most challenging task now is precisely to fill this memorandum with the required content, which will create solid foundations for the future, which will contribute to establishing a lasting peace," he added.

"Our approaches to this issue are known," Medvedev said.
