PUTIN, PROSECUTOR TO CHECK IMPLEMENTATION OF YELTSIN'S CONSCRIPT DECREES

MOSCOW, September 22 (AVN) -- The State Duma lower house of Russian parliament on Tuesday passed an appeal to Prime Minister Vladimir Putin and acting Prosecutor General Vladimir Ustinov concerning violations of President Boris Yeltsin's Orders 723 and 1356 which prohibit sending conscripts to the country's trouble spots without their consent.

According to sources in the State Duma committee for defence, the appeal was passed unanimously, by 296 votes in favour . It was supported even by mebers of the radical Liberal Democratic Party, though their leader Vladimir Zhirinovsky sharply criticized the appeal on Friday, and Communists, who had also previously denounced it.
