MAKHACHKALA, September 30 (AVN) -Dagestani Security Council Secretary Magdi Gadzhiev asserts that the ground operation against Chechen guerillas is being prepared and may start any time but has not started yet.
Gadzhiev sad that Federal troops have not yet entered the territory of Chechnya and have not occupied any hills there. The troops will enter Chechnya only after a political decision is made.
