The above-mentioned agreement is often referred to as the Nann-Lugar programme. Russia joined it in 1991. The programme aims, among other issues, to provide financial and technical assistance in elimination of mass destruction weapons and salvaging of ammunition. Several conference were held under its auspices in the past two years.
The Hague forum will be attended by delegates from the United States, Germany, Japan, Great Britain, France and other countries. The Russian delegation includes officials of the Foreign Ministry, the Defence Ministry, the Economy Ministry and the Federal Ammunition Agency. The latter was authorised by President Boris Yeltsin to oversee implementation of obligations envisaged by the Convention on Prohibition of Chemical Weapons. This function was earlier performed by the presidential Committee for Conventional Problems of Chemical and Biological Weapons.
