MOSCOW, December 1 (AVN) - State Duma passed in the third reading the drafts On making changes in Federal Law on defence.
In accordance with the 23rd article of the Law all troops that are not presupposed by federal laws must be dismissed or included into Armed Forces by January 1, 2000.
Russian President Boris Yeltsin made a proposition to prolong the existence of the troops that are not parts of Russian Federal armed forces up to January 1, 2006.
The State Duma decided to exclude 23rd article from the federal law on Defence.
Any military detachment may exist in Russia only on the basis of the federal law, but after the necessary amends are made.
State Duma defence committee chairmen, major -general Roman Popkovich told the Military News Agency that the drafts are necessary for the Supreme commander not to be tempted to dismiss or form any kind of troops without the Federal Council.
On Wednesday Duma plans to discuss the Law on Russian Federal Border Guard service in the first reading.
