KALININGRAD, December 23 (AVN) - President Boris Yeltsin has promoted three Baltic Fleet officers to the rank of rear admiral, the Military News Agency learned on Thursday.
The rank was commissioned to Dmitry Komkov, head of the fleet's combat training department, Vladimir Masyagin, head of the fleet's educational department, and Alexander Kletskov, chief-of-staff of the Batiysk naval base.
Yeltsin also promoted Nikolai Novikov, commander of the naval aviation and deputy Baltic Fleet commander in charge of aviation, to the rank of lieutenant-general. Two days earlier, Novikov was conferred the title of the Hero of Russia.
Three officers of the Kaliningrad regional border guard department were also promoted in rank. The rank of major-general was commissioned to deputy heads of the department Alexander Menshenin, Viktor Kartashov and Vladimir Kotov.
Over 100 generals and admirals are residing in the Kaliningrad region, which is far from being Russia's largest component part.
