RUSSIAN DEFENCE MINISTRY TO PAY FOR LAST YEAR'S BUDGET FAILURES

MOSCOW, January 31 (AVN) -- Russian Air Force servicemen have started mass filing of complaints against the Defence Ministry which owes them some RUR1.2bn (about USD4m) of ration compensations, Major-General Nikolai Anisimov, chief of the Air Force financial and economic department, told the Military News Agency.

According to Anisimov, the limitation of action is soon to expire, which will mean the servicemen will lose their right to seek justice in the courts of law.

At the moment the Defence Ministry has to assume material responsibility for the errors in the financing of the Armed Forces from the federal budget in 1999. For instance the Air Force was financed only by 70 percent last year.

Taking into account that the courts usually prescribe payments with respect to the indexation, the damages caused by insufficient financing of the Air Force totals some RUR10m (USD330,000).
