PETROPEVLOVSK-KAMCHATSKY, February 18 (AVN) - The authorities of the Kamchatka regional ofice for executing punishments (OEP) have already informed the Ministry of Justice that even Deputy office head Sergey Yakovlev, did not manage to enlist any of the prison guards in the Gudermes OEP that is being re-established at the moment, the Military News Agency learned from the Kamchatka OEP.
Kamchatka prison guards prefer not to guard Chechen rebels even despite the perspective of having different privileges the Ministry of Justice has promised them.
