MOSCOW, May 6 (AVN) - The defence industry reform committee of the Moscow government has started formation of the Guild of Defence Industry Arbitration Managers, committee chairman Frantishek Kovrigo said on Saturday.
The decision to set up the guild was taken by the Moscow government in December 1999, Kovrigo told the Military News Agency. It was later approved by the government's meeting with heads of the Moscow region's defence industry enterprises chaired by city mayor Yuri Luzhkov.
The guild will serve as a link between the federal centre and the regions, Kovrigo said. It aims to organise effective and profitable work of the defence industry enterprises by setting up integrated multi-profile agencies subordinate to both the federal and regional authorities, he noted.
In order to manage the industry effectively, a ministry or a state committee should be formed on the federal level, and regional committees should be established in local administrations, Kovrigo went on.
According to him, the guild will also help evade appointment of come-and-go people as arbitration managers of the industry's leading enterprises.
