MOSCOW, May 11 (AVN) - President Vladimir Putin has appointed Ruslan Tsalikov Russia's deputy emergency minister, a ministry spokesman told the Military News Agency on Thursday.
Tsalikov replaced Vladimir Kulchev who had been transferred to the administration of Deputy Prime Minister Sergei Shoigu, the spokesman said.
He went on to say that the new deputy minister will be responsible for financial issues. Among them are formation of the ministry's budget, planning of expenses, financing of activities of the Emergency Ministry departments throughout Russia and use of non-budget sources of financing. The official will also supervise the finance and economic department, control and inspection department, and the ministry's administration, the spokesman said.
Tsalikov was born in the city of Ordzhonikidze (now Vladikavkaz) in the North Ossetian autonomous republic in 1956. He graduated from the North Ossetian Khetagurov State University and the Moscow Plekhanov State Economics Institute. The official holds an MA decree in economics.
Tsalikov entered the Emergency Ministry in March 1994. According to his colleagues, he possesses great business and professional skills, mostly thanks to his scientific background, that provides for thorough and comprehensive analysis of issues concerning economic and financial backing of the Emergency Ministry bodies.
