DEFENCE MINISTRY TO INTRODUCE 20 BILLS TO DUMA BY END OF 2000

MOSCOW, May 24 (AVN) - The Defence Ministry has completed a list of amendments and appendices to the federal law On Defence, First Deputy Minister Nikolay Mikhailov told the Military News Agency on Wednesday.

These amendments and appendices should be considered as a transitional step in the preparation of the law On the Armed Forces, that, in the opinion of military lawyers, will in many ways contradict the law On Defence, Mikhailov stressed.

According to him, by the end of the year the Defence will introduce some 20 bills on military development to the State Duma lower house of parliament.

Among the top priorities, as viewed by the ministry, are the bills on the state of war, state of emergency, alternative service, additional compensations and guarantees to those who serve under special conditions.

Mikhailov expressed his hopes for close co-operation with the expert council, formed lately under the Duma defence committee. The council comprises 28 legal specialists that will represent the interests of the law enforcement, a source in the committee told the Agency.
