RUSSIA HAVING 60,000-70,000 DRAFT DODGERS ANNUALLY

MOSCOW, May 31 (AVN) - Up to 60,000-70,000 males dodge the military service in Russia annually, a source in the organisational mobile department of the General Staff told the Military News Agency.

This stems from the imperfection of the law on citizens' rights for freedom of movement. The situation can affect the deployment of the army in special circumstances and its transfer to the state of war.

A series of amendments introduced into the law can substantially decrease the number of draft dodgers, Colonel-General Vladimir Putilin, deputy chief-of-staff said.

According to him, this position of the Defence Ministry is backed by the Emergency Ministry, the Federal Border Guard Service, the Federal Railroad Troops Service, a series of other law-enforcement bodies.

The respective proposals of the Defence Ministry should be yet backed up by the State Duma lower house of Russian parliament.
