BELARUS DRAFTING LAW ON MOBILISATION TRAINING

MINSK, June 20 (AVN) - The House of Representatives lower chamber of the Belarussian parliament adopted the bill concerning mobilisation training and mobilisation in the first reading, the Military News Agency learned on Tuesday.

Belarussian Chief-of-Staff Mikhail Kozlov addressed the parliamentarians saying that the bill was very important. According to him, the Belarussian army personnel had no training due to the absence of legal base and financing in the eight years of its existance, which led to a decrease in the quality of mobilisation resources.

Meanwhile the establishment of the Belarussian-Russian regional troop group demands paying close attention to the mobilisation training, so that it is possible to swiftly reinforce the units and detachments with manpower and vehicles up to the amount of wartime needs. Similar measures are taken by the Russian side.

The bill outlines the order and intervals of training the personnel, states the source of their financing. In particular, the wages to the registrants will be paid during the training time by their employers. The document also defines the responsibility of registrants, heads of enterprises, organisations and institutions for fulfilling the plans of mobilisation training. Kozlov also urged the parliamentarians to adopt the bill in the second reading in the current session so that it could come into force starting from January 1, 2001.
