MILITARY, MORALE EDU SYSTEM IN RUSSIAN ARMY TO BE CORRECTED

MOSCOW, July 3 (AVN) - The chief education department of the Russian Armed Forces has started the implementation of a set of measures aimed at maintaining a high level of moral and psychological spirit and military discipline in the army, a source in the department told the Military News Agency on Monday.

According to the source, by May 1, 2000, the department will draft a target-oriented governmental programme on improving the education, increasing the social status of servicemen, boosting the prestige of military service and development of military culture for 2002-2005.

The programme will envisage the establishment of an up-to-date hi-tech system for the operative informing of the troops in the places of stationing and accomplishment of combat tasks. The system will use the resources of federal executive bodies, the source said.

The end of 2005 will see the completion of a unified system of education, psychological and moral, social and information support of the Armed Forces, other troops, and military formations. The system will be co-ordinated by the Defence Ministry.

So far the completed research allows for an optimistic forecast as of the effectiveness of the measures to be taken, the source said. However all the work might turn out to be in vain if no sufficient financing is provided, he stressed.
