AIR FORCE GENERALS DELAY STRATEGIC BOMBERS TRANSFER

MOSCOW, July 17 (AVN) - The reasons for the delaying of the TU-160 Blackjack and TU-95MS strategic bombers and air-based cruise missiles transition from the Ukraine to Russia in late 1999 and early 2000 were made public on Monday, a source in the Russian Defence Ministry told the Military News Agency.

Defence Minister Igor Sergeyev issued a decree on violations during the fulfilling of the inter-governmental Russian-Ukrainian agreement on the transition of the above-mentioned armament of October 8, 1999, the source said. Under the decree, the 37th tactical air force command was responsible for the transition and failed to fulfill its duties.

Lieutenant-General Yuri Klishin, the armament chief - deputy Air Force commander, and Major-General Nikolai Anisimov, chief of the Air Force financial and economy department, were to control the armament book cost estimation.

As a result of a consecutive inspection, it became clear that Anisimov was reluctant to ensure that the aircraft and aviation equipment are listed on the balance sheet in accordance with the cost envisaged by the agreement. Instead, he started "non-constructive" correspondence, which was about to disrupt the fulfilling of the task. Besides, the balance cost was not co-ordinated with the Ministry of Property Relations.

A rebuke was administered to Klishin because of the non-satisfactory planes and equipment acceptance and compensation payments. Anisimov was punished by the incomplete-service-aptitude admonishment.
