ST.PETERSBURG, September 11 (AVN) - Lieutenant-General Sergei Lapchenko was appointed the first deputy chief of the North-western customs department - head of the separate territorial office of the department in the Kaliningrad region, a source in the department told the Military News Agency.
According to the source, the Kaliningrad customs department was disbanded under the order of the RF State Customs Committee Chairman Mikhail Vanin of September 1, 2000. It was subordinated to the North-western customs department. The customs bodies' reform is explained by the establishment of federal districts.
Lapchenko was born on November 12, 1949 in Ust-Kamenogorsk, Kazakhstan. Graduated from the USSR Interior Ministry Academy in 1988. Served in the ministry until 1990. Since that time served in the customs bodies as a customs office chief in Ust-Kamenogorsk and Kurgan, representative of the Russian customs service in Kazakhstan.
