SAMARA, Volga region, October 12 (AVN) - Military prosecutor's office of the Volga military district has made its proposals on improving activities of the law-enforcement agencies and local authorities in combating draft dodging, a source in the office told the Military News Agency.
The proposals were submitted to the representative bodies of the Russian Federation.
According to the "On Defence" law, draft is to be controlled by the executive power bodies and local authorities. It does not say the Defence Ministry and military commissar's offices are directly responsible for drafting. They are only to assist the executive bodies in it. But in practise the military commissar's offices are the ones to organise drafts. In another development many members of draft commissions walk off fulfilling their duties.
For instance, law-enforcement bodies that also have their representatives in draft commission know that a certain person is dodging the compulsory military service and take no measures until appropriate documents come from the commissar's office. Chairmen of the commissions also shift their responsibility to send documents on dodging to prosecutor's offices on military commissars.
As a result of all these activities, there are over 2,300 draft dodgers in the Saratov region, over 2,000 in Tatarstan, 840 - in the Samara region. But only 17 percent of such cases are being investigated. Only 4.4 percent is in the Ulyanovsk region, 6.8 - in the Saratov region, 7.5 - in the Samara region.
As many as 11,000 requests were answered of 16,000 sent by commissar's offices to prosecutor's offices. Personnel of the Volga commissar's offices found some 5,500 dodgers during the spring draft comparing to over 4,000 found by the Interior Ministry departments. But this is none of the commissar's offices obligations.
In this connection the prosecutor's office of the Volga military district proposes to amend the following point to the federal law "On Military Duty and Compulsory Military Service": "In case of draft dodging, draft commission sends appropriate documents to local prosecutor's office for the dodgers to carry responsibility in accordance with the Russian legislature".
