RUSSIAN GOVT REGULATES USE OF ARMY'S PROFITS FROM COMMERCIAL ACTIVITIES

MOSCOW, October 16 (AVN) - Russian Prime Minister Mikhail Kasyanov on Monday signed a document regulating registration and use of money gained by the Russian Armed Forces through implementation of contract obligations, training of military specialists in the interests of foreign nations, military and technical co-operation and other activities allowed by Russian legislation.

Under the document, income from the above-mentioned sources should be deposited in full volume on the accounts generally used for profits from entrepreneurship and other revenue-producing activities, opened by budget organisations of the Armed Forces with offices of the Central Bank of the Russian Federation in accordance with the standing order.

Foreign currency obtained by the Defence Ministry should be deposited on its foreign currency accounts and later converted into roubles in accordance with Russian legislation.

Having received the money, budget organisations of the Russian Armed Forces are to pay taxes and other obligatory payments and to compensate expenses related to implementation of contract obligations, training of military specialists in the interests of foreign nations, military and technical co-operation and other activities allowed by Russian legislation.

After all taxes are paid and all other payments effected, 75 percent of the remaining money is transferred to the Defence Ministry account for profits from entrepreneurship and other revenue-producing activities, opened with offices of the Central Bank of the Russian Federation in accordance with the standing order. Later, this part of the profits will be used for financing the Armed Forces activities as ordered by the defence minister.

As many as 10 percent are to be transferred to the account of the RF President's Agency for Information and Communication. These funds will be used for implementation of the presidential programme "Creation and Development of the Special-Purpose Information and Telecommunication System in the Interests of the State Power Bodies."

The remaining 15 percent are transferred to the federal budget and later allocated for implementation of the presidential programme "State Housing Certificates."
