PUTIN DECREES GENERAL GOLUBEV HERO OF RUSSIA

MOSCOW, October 18 (AVN) - Russian President Vladimir Putin conferred the Hero of Russia title upon Colonel-General Ivan Golubev, deputy interior minister, a source in the presidential administration told the Military News Agency.

The general was awarded for his activities while heading the counter-guerrilla operation in the North Caucasus. Prior to September 2000 he headed the Interior Ministry group in Chechnya.

He was born in 1949 in the Vladimir region. Served in the Interior Ministry since 1970. Started as an inspector of the criminal investigation department in the Vladimir region. In 1976 Golubev graduated from a law college. Took part in hostilities in Afghanistan. In 1995 - 1999 headed the main Interior Ministry department on guarding the public order. In April 1999 took position of the Interior Ministry operational headquarters in the North Caucasus. In May 1999 was acting presidential envoy to the Karachayevo-Cherkessya republic due to complicated situation there.
