MOSCOW, November 8 (AVN) - The unification of the Rosvoorouzhenie and the Promexport companies in to the Rosoboronexport state company will give an opportunity to eliminate internal competitiveness of the Russian arms producers, to conduct unified marketing policy and have single state line on the world weapons market, Ilya Klebanov, Deputy Prime Minister, said Wednesday.
The unification will eliminate people and teams, which should not have been in the industry, he added. According to him, this will strengthen Russia's position on the world arms market and increase its incomes. So creation of the new company is a considerable improvement of the presidential and state line in the field of arm trade, Klebanov stressed.
The fact that Andrei Belyaninov was appointed director general of the Rosoboronexport took the Rosvoorouzhenie leadership unaware, a competent source in the company top management told the Military News Agency. On the eve of President Vladimir Putin's signing the decree on creation of the Rosoboronexport federal state unitary company on November 3 Alexei Ogarev, now the former director general of the Rosvoorouzhenie, met Putin and came back from the Kremlin in a very good mood. The source told the Agency that the threat of the two special exporters' unification and Ogarev's dismissal stepped aside. The next day the president signed the decree on creation of the Rosoboronexport and appointment of Andrei Belyaninov director general of the company.
According to the president's decree, the Rosoboronexport, legal successor of the Rosvoorouzhenie and Promexport, is a state broker in the field of exporting and importing military purpose products. The decree also states that from now on the Defence Ministry will be responsible for military and technical co-operation with foreign countries, which was previously done by the Ministry of Industry, Science and Technologies. In this connection the government is to submit its suggestions upon increasing the Armed Forces strength in a month.
Belyaninov was born in 1959 in Moscow. He graduated from Moscow Plekhanov Institute of National Economy in 1978/ Till 1998 served in the foreign intelligence. Went for a long-term mission in Germany, where he most likely made acquaintance with Putin. In 1998 - 1999 Belyaninov worked as president of the Novikombank commercial bank created by the association of foreign intelligence veterans. Since December 1999 he occupied position of the Promexport deputy director general. Belyaninov is known as experienced manager and financier. He is married. Has two children.
