PUTIN'S HOUSING PROGRAMME FOR ARMY ALMOST FAILS IN SOME REGIONS

MOSCOW, November 27 (AVN) - The Russian Defence Ministry is not satisfied with the implementation of the presidential housing certificates programme in several regions of the country, a high-ranking official in the ministry told the Military News Agency.

The situation is the worst in the cities of Moscow, St. Petersburg, Kaliningrad, Vladivostok, Samara, Krasnodar, the republics of Bashkortostan and Tatarstan, as well as in the Leningrad, Moscow and Nizhny Novgorod regions.

The military believe that the main reason for the situation is the gap between the pegged and real prices of housing. For instance, the minimum market price of a square metre of the living area in Moscow is RUR11,500 (USD412), while the certificate-pegged price is RUR6,700 (USD240).

Another drawback is the fact that regional authorities can allocate no more than 2,000 flats to fulfil the programme, while the number of servicemen to retire in 2000-2001 and to live in the above-mentioned regions is over 10,000.
