DUMA HEARING TO TASK REGIONS WITH SECURITY ISSUES

MOSCOW, November 28 (AVN) - The security committee of the Russian State Duma lower house of parliament decided to prepare and hold hearing on the security problems in Russia, a source in the Duma's administration told the Military News Agency.

According to Georgy Maitakov, deputy chairman of the parliamentary committee, the Concept of the National Security approved by the president contains only one paragraph pertaining to the security of the regions. This paragraph is part of the section, related to the fulfilment of the president's orders. Meanwhile, national security issues are considered on two levels, them being a federal and a regional one.

"I hope parliamentary hearing will help determine what particular issues can be addressed on the regional level," said Maitakov.

He also added that apart from the deputies hearing would be attended by representatives of the president's administration, government, federal ministries and bodies, as well as authorities of Moscow, St. Petersburg, the Leningrad regions, etc. A report on the regional security issues is prepared by specialists from the Academy of Customs Service.

The security committee of the Duma believes that the hearing would contribute to the enhancement of the measures aimed at building up Russia's domestic security. Top-priority is to legislate the provisions of the Concept in laws that would elaborate and expand these provisions with respect to the issues of domestic security and its regional components. Laws to be adopted first are "On Emergency Situation" and "On Security".

The parliamentary hearing is titled "Regional Security Issues in Russian Federation: practical experience and tasks for legislative improvements".
