MOSCOW, November 30 (AVN) - The Russian General Staff's main operations department has worked out a new standing order on the military district, a staff spokesman told the Military News Agency on Thursday.
The order has been submitted to President Vladimir Putin among 30 other documents pertaining to the army development, the spokesman said. Apart from military command and control, the new document prescribes co-ordination between the Defence Ministry and other law-enforcement command and control bodies, units and organisations deployed in the territory of the military district, in case of emergencies.
Under the order, in case of emergency all law-enforcement bodies of the military district report to the commander of the district in question.
An emergency situation is declared by the president's decree. Troops control and co-operation with local authorities is conducted in the way analogous to that in Chechnya.
