MOSCOW, December 8 (AVN) -The Security Council session headed by Security Secretary Sergei Ivanov at RF President Vladimir Putin's request has ended in the Kremlin, a source in the Council administration told the Military News Agency on Friday.
The issue of changing of social benefits and payments legally established for servicemen and other citizens of the same status into money was on the agenda. RF First Deputy Finance Minister Alexei Ulyukaev addressed the audience as well.
Special interdepartmental group headed by Alexei Kudrin, deputy Prime Minister- finance minister, discussed several versions of such a transference before the session. The best version is the introduction of compensation paid every month in addition to current allowences and salary.
The group also worked out the way of compensation of social benefits connected with realisation of land rights, payment of communal services, setting of phones and monthly phone payments. Moreover the way of compensation equal to a sum of income tax has also been introduced and will come into power since January 1, 2001 in accordance with the second part of the RF Tax Code. The appropriate amendment has already been adopted by the State Duma, the lower house of the RF parliament, in the third reading of the federal bill "Federal Budget for 2001".
The session participants agreed on the group suggestions about compensation for introduction of income tax for servicemen and also discussed the suggestion on benefits.
The participants found it necessary that the Govermnent should restruct the way of compensation more detailed. They decided to discuss the date of the introduction of such compensations only after all the necessary changes in the legislation would be made .
The session results will be reported to Putin.
