RF INTERAGENCY COMMISISON NOTES RUN-OUT OF AIR TRAFFIC CONTROL SYSTEM

MOSCOW, December 15 (AVN) - The inter-agency commission on use of Russia's air space held its session in the State Civil Aviation Service of the RF Transportation Ministry on Friday, the Military News Agency learned.

The session was chaired by Air Force Commander Anatoly Kornukov, head of the commission. The attendants discussed the state of the unified system of organising air traffic, summed up the results of the federal programme realisation, experience of using secondary radiolocation. Irrespective of the fact that the equipment of the unified system of organising air traffic is worn out, the readiness of the radio means to control flights and communication is high, Kornukov said. "We even managed to decrease the number of equipment with extended resource down to 23 percent comparing to 1999. As many as 72 new types of air navigation technical means and systems were developed, certified and commissioned. In 102 out of 128 centres of the unified system of organising air traffic automated systems to control air traffic were introduced. In 2001 the automation will be totally completed.

Mostly Russian enterprises are taking part in modernisation of the unified system of organising air traffic, Kornukov stressed. The part programme related to the civil aviation is financed by non-budget sources in co-ordination with the Defence Ministry. In 1995 the financing volumes made USD7.6m, in 1999 - USD41m and for the first 10 months of 2000 - USD61.8m. Besides military sectors of the Adler and Petropavlovsk-Kamchtsky centres were equipped with small systems to plan and control air traffic according to the state order. Serial devices allowing to equip tens of other military sectors more were produced, the Air Force commander stressed.
