MOSCOW, January 23 (AVN) - President Vladimir Putin will hand over the personal standard to the head of the Federal Service of Special Construction in the Kremlin on Wednesday, a service spokesman told the Military News Agency.
The standard is a two-sided banner with the picture of a dark blue cross on both sides. The limbs of the cross are broadening towards the end and the angles they form are black and white.
The centre of the cross bears a dark blue roundel with the service's emblem in the centre. The shaft bears a silver-coloured brace with the engraved rank, last name, first name and patronymic of the service commander and the term of his incumbency.
The service is currently headed by Colonel-General Nikolai Abroskin. He was born in the central Russian Penza region in 1951. He graduated from the Mordovan State University and joined the Federal Service of Special Construction in 1973.
Abroskin was appointed head of the service by President Vladimir Putin in March 1999. He has been awarded the orders "For Service to the Motherland in the USSR Armed Forces" (second and third degrees) and the order "For Merits to the Fatherland" (fourth degree).
The Federal Service of Special Construction turns 50 in March this year.
