MOSCOW, February 14 (AVN) - The federation of trade unions of the Armed Forces civilian personnel has opened its third congress in the Podmoskovye military recreation centre, Moscow region, a spokesman for the Defence Ministry told the Military News Agency on Wednesday.
Spartak Arzhavkin, chairman of the federation's executive committee, delivered a main report at the session, the spokesman said. In particular, he stressed that the problem of jobless workers and employees is getting more acute due to the Armed Forces restructuring and considerable civilian personnel reduction.
According to the federation, it is necessary to establish an employment programme and involve civil personnel to the Retraining and Employment Programme, being worked out for servicemen in accordance with a Security Council decision.
The federation includes about 5,000 primary organisations, which have more than half a million members. About 15,000 of them will have to look for a new job due to the reduction in the Defence Ministry.
