MOSCOW, March 13 (AVN) - First Deputy Director General of the Russian Aviation and Space Agency Yuri Bardin submitted the draft interdepartmental resolution on completion of the second IL-96-300PU(M) airborne command post for consideration of Defence Minister Igor Sergeyev, a spokesman for the Defence Ministry said on Tuesday.
The command post is intended for the Russian president and higher military command, the spokesman told the Military News Agency. The agencies involved in the command post's construction co-ordinate their activities on the basis of the government conference's protocol of May 6, 2000.
The Defence Ministry is to instruct its missions at defence industry enterprises to control and commission the command point's component parts free of charge. The missions are to check assembly and installation of the upper deck equipment and interior, the spokesman said.
The Russian Aviation and Space Agency and other interested organisations are to specify requirements for the command post by the end of this month. The order of the plane's ground, flight and special tests and commissioning will be regulated by a special decision of the interdepartmental commission set up by the presidential administration and the Agency on January 18, 2001. The decision is to be made in the second quarter of this year.
The Agency is to function as the command post's customer on behalf of the state, and the Ilyushin aircraft consortium is its general contractor. The plane will be supplied by the VASO JS, communication and control equipment by the RF President's Federal Agency of Government Communication and Information, and PS-90S engines by the Permskie Motory JS. The Federal Bodyguard Service will make sure that the command post meets special requirements, while the presidential administration and the Rossiya state-owned transportation company will ensure that it meets requirements concerning design and interior of the upper deck, including the medical room.
The Russian Aviation and Space Agency and the RF President's Federal Agency of Government Communication and Information are ordered to team up with the presidential administration to draft quarterly reports on the progress of the command post construction and submit them to the Russian government.
