RUSSIA DRAFTS DOCUMENT ON TROOPS APPLICATION IN ACCORDANCE WITH INTL LAW

MOSCOW, March 14 (AVN) - The Combined Arms Academy of the Russian Armed Forces has drafted a manual on application of international humanitarian law by the Russian army, the academy's commander, Colonel-General Leonid Zolotov, told the Military News Agency on Wednesday.

The manual was written on the instructions of Chief-of-Staff Anatoly Kvashnin by a group of the academy's professors and teachers led by Lieutenant-General Viktor Vinogradov, the academy's deputy head in charge of research, Zolotov said. The group was assisted by officials of the General Staff and the International Red Cross.

The manual outlines rules of international humanitarian law application by commanders and staffs of the tactical level, as well as by single soldiers, during preparation and conduction of combat operations and during service in trouble spots.

The Russian army has for the first time drafted a document that regulates troops application on the basis of human values, requirements and principles of Geneva conventions, Zolotov said.

The manual was discussed by corresponding main and central departments of the General Staff and Defence Ministry and later submitted for approval to President Vladimir Putin. The president is expected to issue a special decree to approve it soon and the manual will become law for servicemen involved in military conflicts, Zolotov said.
