MOSCOW, April 3 (AVN) - President Vladimir Putin's address to the Federal Assembly (parliament) is the programme that will determine Russia's development in the years to come, Boris Kuzyk, director general of the New Programmes and Concepts holding company, told the Military News Agency on Tuesday.
Commenting on the presidential address, he said that one of the main ideas of the document was economical development of the country in general and industrial policy in particular. Also important is the idea of support to existing and newly established private enterprises dealing with research and production in the sphere of defence industry. Aside from bringing additional resources into the hi-tech process, there should be serious political support of the developing integration processes that will take place combining private, mixed and state property.
"I hope the state will take necessary measures to persuade Russian businessmen to invest more actively into domestic hi-tech industry. The New Programmes and Concepts company with its three years of experience is an example of such approach. For instance, the Severnaya Verf shipyard in St. Petersburg is successfully realising the programme to build 10 bulk-carriers. The programme is being fulfilled with Russian money, at Russian enterprises and under Russian colours," said Kuzyk.
Commenting on Putin's words pertaining to division of the budget into two parts, the basic and development budget, Kuzyk said it would be wiser to direct part of extra money to the development of hi-tech defence enterprises. Without consistent industrial policy and state support the process of defence industry reform may halt, stressed Kuzyk.
