RUSSIA STARTS DRAFTING FEDERAL ANTI-DRUG PROGRAMME

MOSCOW, April 4 (AVN) - Prime Minister Mikhail Kasyanov ordered to start drafting the federal target oriented programme "Complex Measures against Drug Abuse and Their Illegal Turnover for 2002-2004", a spokesman for the government administration said on Wednesday.

The government decided to set up an interdepartmental working group to draft the programme. The Interior Ministry will function as state charterer and co-ordinator of the programme, it was ordered to elaborate and distribute among interested federal executive bodies the proposal form concerning the draft.

Federal executive bodies are to submit proposals to the working group no later than on April 15 this year. The group will elaborate the draft and submit it to the Interior Ministry. The government is hoping to get the draft in the first half of 2001.

The group comprises officials of the Interior Ministry department for combating drug trafficking, Federal Border Guard Service's search and operations department, several departments of the Defence Ministry and other agencies.
