KHANKALA, April 11 (AVN) - Chechen residents living in refugee camps are likely to suffer considerable losses while returning to Chechnya without any control, a spokesman for the unified federal headquarters in the North Caucasus told the Military News Agencies on Wednesday.
If such a return takes place, it should be organised properly, the spokesman said. Refugees should only move in columns guarded by military formations, and their routes should be under control of sappers and strongpoints. This must be done because guerrilla landmines are not yet disarmed on many minor roads, stressed the spokesman. Furthermore there is a strong probability of guerrillas perpetrating acts of provocation.
The federal command has done a lot set up conditions for the refugees' return. Deployment of three tent camps for their temporary accomodation is underway in the villages of Shali, Shatoi and Itum-Kale. A tent camp in Argun is already prepared for accepting refugees. Water supply is fixed, and shops are opened there.
