MOSCOW, April 18 (AVN) - Russian government has approved the regulation on providing control over foreign activities concerning equipment, materiel and technologies which can be used in the missile weapons production, a spokesman governmental information department told the Military News Agency on Wednesday.
The regulations stated the order of control over foreign activities concerning equipment, materiel and technologies included in the corresponding list of equipment, materiel and technologies which export is controlled. The regulation is worked out to defend national interests and provide accomplishment of Russian obligations in the sphere of export control and is not aimed at making barriers to national space programmes or international co-operation in the sphere if the programmes implementation does not help to create missile systems for mass destruction weapons delivery.
According to the regulation, the control over foreign activities includes the permissible order of making foreign operations which export from Russia and handing controlled equipment to foreign people, international organisations and officials of those organisations in any way whether it is via post offices or electronic communication channels, customs control and customs processing of equipment, materiel and technologies.
The regulation is also a must for Russian participants of foreign activities during the handing to foreign partners controlled equipment and technologies in separate components.
According to the agreement, foreign operations with controlled equipment, materiel and technologies envisaging their handing to foreign partners will happen only by licenses provided by the Ministry for Economic Development and Trade. The decision on providing or rejecting a single license or permission will be based on the results of state inspection conducted in the established order by the Ministry for Economic Development and Trade together with the Defence Ministry, Interior Ministry, Russian aerospace agency and if it needed by other interested federal executive bodies. General licenses are provided in accordance with decision of the Russian government aimed at implementation of Russian missile programmes as well as several international space projects in which Russia participates. The regulation also envisaged the cases when the license is not needed.
