LOCAL AUTHORITIES RESTORING PEACE IN CHECHNYA

MOSCOW, April 25 (AVN) - The restoration of the social and economic infrastructure and peace in Chechnya is the strategic task of all authorities of the republic, and all programmes should be co-operated with the Chechnya campaign command, Vladimir Yelagin, minister for Chechnya affairs and first deputy chairman of the governmental commission on social and economic restoration in the republic, said at the news conference in the house of government on Wednesday.

The Russian budget envisages the allocation of RUR14bn (USD484.66m), but on the first stage there were allocated RUR180m (USD6.23m), which do not cover the fuel, lubricants and transport expenses.

According to Yelagin, main efforts of state bodies in the republic are placed on organising the common control system, which enables to divide priorities correctly while accomplishing concrete missions on re-construction of installations of the oil, gas and construction systems as well as transport, communication, energy and housing systems. The air communication between Grozny and Moscow will start again in the near future.

Speaking of the federal troops group, Yelagin stressed that they play the very important role in Chechnya. Servicemen do not only conduct special operations, but actively help to restore the economy of the breakaway republic during the final stage of the Chechnya campaign. Particularly, military commandants provide security to construction and repairing brigades, secure important economic installations and defuse large areas as well as restore energetic system installations. The electric power lines in the Itum-Kale, Vedeno and Urus-Martan districts have been already established while the power lines between Orekhovo and Achkhoi-Martan and an electric substation in Benoi are to start operating in the near future.
