MOSCOW, June 13 (AVN) - Russian Prime Minister Mikhail Kasyanov has approved a statute introducing controls over foreign economic activity in the sphere of dual-purpose goods and technologies that can be used in design of weapons and military equipment, the government information department reported on Wednesday.
The statute was drafted to protect Russia's national interests and ensure implementation of its international obligations implied by the Vassenaar agreements on export control over conventional arms and dual-purpose goods and products, the report said.
Controls over foreign economic activity in this sphere envisages granting of permission for foreign economic operations, customs control and customs clearance of goods and technologies in the shape of technical data taken across Russia's customs border.
A treaty, agreement or contract authorising transfer of controlled goods or technologies to a foreigner should indicate purpose and place of their use, their recipient, obligations of the foreigner that prescribe to use the goods and technologies only for declared purposes and prohibit their copying, modification, re-export or transfer without written consent of the Russian exporter approved by the Russian Ministry of Economic Trade and Development.
Foreign economic operations with controlled goods or technologies envisaging their transfer to foreign entities are carried out on the basis of one-time or general licenses issued by the Ministry of Economic Trade and Development.
Export of controlled goods and technologies in the shape of technical data for their temporary use in the territory of a foreign state without their transfer to a foreign entity and with the following return to the Russian Federation is carried out on the basis of a permission from the Russian export control commission.
One-time licenses are issued or denied on the basis of a state expert examination of the foreign economic deal that is carried out by the Ministry of Economic Development and Trade in co-operation with the Ministries of Defence, Science and Industry, Foreign Affairs and the federal executive body that supervises the Russian party of the deal. The decision on granting the license is to be made in 10 days after the completion of the examination and, as a rule, in no more than 45 days since submission of all necessary documents.
