Putin says defense industry's structure is outdated

MOSCOW. Oct 30 (Interfax-AVN) - Russian President Vladimir Putin believes that the structure of the defense industry is "archaic and does not meet modern military and political needs." Putin said this at a joint session of the State Council Presidium and the Russian Security Council on Tuesday.

"We are facing new threats, we are living and working under conditions that set different, higher requirements on the reliability of national defense," Putin said.

"The state should conduct a detailed inventory of the defense industry and clearly formulate its interests and priorities," Putin said.

Among the most important actions in defense industry reform will be the creation of "modern effective management and control mechanisms in the industry," the president said.

The second priority is to relieve the defense industry of excessive structures, Putin said.

The average load of defense industry capacities does not exceed 20%, and its backbone "exists mainly thanks to the high export potential of a very limited number of enterprises," the president said.

In addition, the defense industry "still has too large a structure of mobilization capacities," Putin said.
