MOSCOW. Nov 6 (Interfax-AVN) - During Tuesday's negotiations in Moscow, Russian President Vladimir Putin and Indian Prime Minister Atal Bihari Vajpayee gave considerable attention to the struggle against international terrorism.
Russia is "against double standards" in this area, Putin said.
"There can be no good and bad terrorists," Putin said.
"Everyone who has taken up arms to resolve political issues deserves condemnation," the Russian president said. He said the international community should fight these people.
As for the Kashmir issue, Russia welcomes a direct dialogue between India and Pakistan on this problem and hopes that the dialogue will yield positive results, Putin said.
The Russian president also stressed the role of the UN, in particular, in defining the very concept of international terrorism.
The international community should not leave terrorists even a hope for success, he said. Putin stressed that the presence of double standards in relation to terrorism can cause division in the efforts of the international community, and "this is unacceptable."
The Indian prime minister said he fully agrees with Russia's position.
