MOSCOW. Feb 14 (Interfax-AVN) - Navy Commander Vladimir Kuroyedov has ordered to commission the Talwar frigate for state tests after its producer, Baltiysky Zavod JSO, completes the full set of the vessel's sea trials, Kuroyedov's aide Igor Dygalo said on Thursday.
The order was given to Rear Admiral Alexander Alexandrov, chairman of the Navy's state acceptance commission and head of the Baltic state commissioning team, Dygalo told Interfax- Military News Agency.
According to the aide, Kuroyedov discarded the proposals of the Baltiysky Zavod leadership to hold all stages of tests at the same time. Such an approach contradicts regulatory documents and does not make it clear whether the vessel will meet reliability, quality and efficiency criteria after the commissioning. make a final thorough check of all systems on board the vessel in general, and it is allowed to do it after all stages of mooring and sea trials are completed by the producer. This is written into the Russian State Standard and the Defense Ministry's regulatory documents on state commissioning," Dygalo said.
"All systems, equipment and armament of the vessel must be tested as efficiently as possible and prepared for state tests of the vessel in general. At present the vessel's armament and equipment have not passed the plant's sea trials," Dygalo said.
"The statement made to mass media by leaders of the Baltiysky Zavod JSO concerning the successful completion of the Talwar frigate's sea trials do not correspond to reality," he said.
Baltiysky Zavod is building the frigate for the Indian Navy.
