Heavy-handed mopping-up operations must stop - Chechnya's pro- Moscow leader

GROZNY. March 4 (Interfax-AVN) - The unified federal troops group must discontinue the practice of so-called blanket mopping- up operations in villages, Chechen administration head Akhmad Kadyrov told the press on Monday.

There is no need to keep towns and villages cordoned off for days, he said.

Strikes against rebels must be precisely targeted, Kadyrov said.

Following his return from Moscow where he attended a Russian Security Council meeting, Kadyrov discussed these issues with group commander Vladimir Moltenskoi. "Again we came to the conclusion that without the active participation of local authorities and the Chechen police, gangsters cannot be neutralized," Kadyrov said.

Kadyrov said that village police stations are ineffectual. "They are engaged only in protecting themselves," he said.
