Five percent of Moscow residents subject to conscription join army

MOSCOW. April 2 (Interfax-AVN) - Only five percent of potential recruits residing in Moscow join the army, Colonel General Vladislav Putilin, head of the General Staff mobilization department and deputy chief-of-staff, said on Tuesday.

"Local authorities and law-enforcement bodies will act within limits of the law during the current draft" to ensure that young people are recruited for active-duty service, Putilin told a news conference at the Interfax main office.

If a potential recruit rejects a summons, the police will search for him to give him the paper, the general said. "It does not constitute an offense," he stressed.

The practice of draft dodging "has acquired a threatening scale" in Moscow, Putilin went on. That is why all possible measures will be taken to ensure accomplishment of spring draft missions throughout Russia and in its capital.
