Chechen rebel leaders may reschedule parliament session

KHANKALA. May 17 (Interfax-AVN) - A session of the so-called "shura" (Chechen parliament) initially scheduled for May might be postponed due to aggravation of disputes between rebel leaders, a spokesman for the unified federal headquarters told Interfax- Military News Agency on Friday.

The reason behind the disputes is money and the system of their distribution, the spokesman said.

"At the same time, many rebel groups have difficulties not only with funding, but also with the supply of arms, ammo, communication means, medicines and food," the spokesman stressed.

According to reconnaissance data, some rebels have recently had to use personal funds their relatives to maintain the supply of their gangs. These complications provide a background for frequent conflicts among gang members that sometimes turn into fights. Rebels of field commander Rappani Khalilov's gang injured the head of a rebel group subordinate to warlord Aidamir Abalayev in one of such fights several days ago.

The headquarters has recently learned that several rebels subordinate to warlord Aslan Maskhadov intend to lay down arms and surrender if they get security guarantees from federal authorities. A rebel detained near the Grebenskaya village said the 10-strong gang operating in the Shelkovskaya district was ready to surrender.
