MOSCOW. June 18 (Interfax-AVN) - Chechen Prime Minister Stanislav Ilyasov admitted that the law was violated on several occasions during passport inspections and raids in Chechen villages.
"Moltenskoi's order was not fully complied with. But we have worked out a system - if a complaint is filed, the Prosecutor's Office gets involved and so do we," Ilyasov said at a roundtable federal troops group in the North Caucasus Vladimir Moltenskoi issued an order requiring strict compliance with citizens' rights during raids].
The Armed Forces have carried out their mission in Chechnya, Ilyasov said. Special services and law enforcement agencies are to ensure security at present, he said.
In July, the Chechen Interior Department will be restructured into ministry of the republic, he said. Furthermore, permanent departments will replace the interim ones. "We estimate that local personnel, Chechens, will account for up to 90% of the police force," he said.
