MOSCOW. June 20 (Interfax-AVN) - The State Duma lower house of parliament is drafting appeals to President Vladimir Putin and the United Nations to draw their attention to the potential hazard for mankind presented by the U.S.'s large-scale experiments targeting strong impact of high-frequency radio waves on the circumterrestrial zone.
The United States has planned a large-scale experiment with a high-frequency facility in Alaska in early 2003 under the HAARP program, Nikolai Bezborodov, deputy chairman of the Duma defense committee, told Interfax-Military News Agency on Thursday.
Initial experiments have resulted in a link between artificial plasma formations and the Earth's magnetic field, which implies the possible development of integrated geo-physical weapons systems based on the artificial modification of the circumterrestrial zone, Bezborodov said.
The defense committee held a series of meetings with experts who said that the new weapons systems would target the Earth's atmosphere, ionosphere and magnetosphere. At the same time, these spheres will be components of the systems. Those who carried out tests of nuclear and thermonuclear weapons generally knew beforehand the type and volume of energy that would be released as a result of blasts, but consequences of a large-scale artificial modification of the circumterrestrial system are very hard to predict, the experts said.
In its reports to the global community, the United States says the program has a research nature and aims at improving radio communication. However experiments are carried out in the interests and under supervision of the U.S. Air Force and Navy, Bezborodov said.
