GROZNY. Nov 27 (Interfax-AVN) - The objective of the newly established Chechen Interior Ministry is to protect civil rights and ensure the security of Chechnya's residents, Chechen administration head Akhmad Kadyrov told the Chechen television and radio company.
According to him, violence against Chechen residents becomes possible due to police inactivity.
"They must ensure protection against bandits, no matter who takes the path of banditry. I believe that anyone who kills people at night and abducts them is a criminal. I can understand the women who often gather near the entrance to the Government building and demand information about the fate of their missing relatives," Kadyrov said.
The idleness of law enforcement agencies triggers protests among the population, he said.
Although beneficial qualities in the work of the Chechen law enforcement agencies are plentiful, they are inefficient, he said.
Kadyrov expressed hope that the upcoming adoption of the Constitution and elections would rectify the situation.
"Before the dates were fixed, I opposed the acceleration of this process. This crucial event should be held after the operation is wrapped up and peace is restored in the republic. However, the Moscow-based Chechen politicians are speeding up the events," he said.
Kadyrov pointed out that these politicians accused him of "alleged unwillingness to run in the elections due to worries that he would lose."
Votes can be neither bought, nor won with eloquence, he said. "The Chechen people know who empathizes with them and who make politics out of their pain while staying thousands of kilometers away from the republic," he said.
Kadyrov reaffirmed his goal of saving the people and reviving the republic.
"Those who allegedly mourn the republic fled to the Middle East or sent their families to Southeast Asia," he said.
