Two military district chiefs, border guard service director promoted to army generals

ST.PETERSBURG/KHABAROVSK/MOSCOW. Feb 25 (Interfax-AVN) - The commanders of the Leningrad and Far Eastern military districts and the director of the Federal Border Guard Service have been were promoted to army generals.

"On the eve of Fatherland Defender's Day, commander of the Leningrad military district Colonel General Valentin Bobryshev was promoted to army general," the district's press service reported on Tuesday.

A similar report came from the Far Eastern military district where the district's commander Colonel General Yuri Yakubov was promoted to army general.

Director of the Federal Border Guard Service Colonel General Konstantin Totsky was promoted to the same rank too, the service's press center told Interfax-Military News Agency.

Bobryshev was born in the Stavropol territory on March 5, 1945. He graduated from the Leningrad higher joint-arms command college in 1996, Frunze Military Academy in 1977 and General Staff Academy in 1983. He served in the Leningrad military district and Trans-Polar region holding various posts from platoon commander to battalion commander. After graduating from the Frunze Military Academy Bobryshev led a regiment in the Far East and was chief-of-staff of a division.

He commanded a division in the Southern troops group after graduating from the General Staff Academy. Later Bobryshev served as first deputy commander of the 14th army in Tiraspol, chief-of- staff and commander of the 1st army in the Kyiv military district and then chief-of-staff of the Baltic military district and Northwestern troops group. He led the Collective Peacekeeping Forces in Tajikistan and was appointed Leningrad military district chief-of-staff in 1995. Bobryshev became the district's commander in March 1997.

Yakubov was born in 1946. He graduated from the Kharkiv higher command college, commanders department of the Malinovsky Armored Troops Academy, and General Staff Academy. He held posts ranging from commander of a platoon to first deputy commander of the Far Eastern military district. Yakubov was appointed commander of the district in August 1999.

Totsky was born in the town of Kagan in Uzbekistan on February 23, 1950. He graduated from the Moscow higher border guard command college in 1971, Frunze Military Academy in 1977, and General Staff Academy in 1994. He served in the Maritime territory and on the Sakhalin Island from 1977 to 1985. Totsky was chief of the Khorog detachment of the Central Asian border guard district from 1985 to 1989, led the Lenkoran detachment of the Trans-Caucasus border guard district from 1989 to 1991, and was deputy chief-of-staff of the Trans-Caucasus district in 1991 to 1993.

After graduating from the General Staff Academy, Totsky became chief-of-staff and first deputy commander of the Northwestern border guard district. He was involved in combat operations in Afghanistan, was chief-of-staff of the Northwestern district until 1996 and head of the Federal Border Guard Academy in 1996 to 1998.

Totsky was appointed director of the Federal Border Guard Service on September 16, 1998. He became a member of the Russian Security Council in November 1998 and chairman of the border guards committee of the Union of Russia and Belarus in April 1999. He returned to the post of Federal Border Guard Service director in May 2000.
