MOSCOW. Feb 26 (Interfax-AVN) - The Russian Security Council on Tuesday considered the basics of military-technical policy for up to 2015 and beyond.
The new document provides for completing development of future armament by 2006-2010 and start its mass supplies to military units in 2008-2015.
First Deputy Chairman of the Security Council Vladislav Sherstyuk told the Vremya Novostei newspaper that "the new document completes a stage of military-technical development." The National Security Concept, Military Doctrine, basics of the Russian policy in army development, science and technology, and information base development lay the foundation of the "pyramid," he wrote.
The priority is given to multifunctional armament made of unified sections and components. The document lists the basic critical technologies and outlines industries that would serve as a basis for integration.
Colonel General Alexei Moskosvky, deputy defense minister for armament, told Vremya Novostei that there are 24 state customers in Russia that do not report to anybody. Nobody controls trades and contract competitions. About 12 executive bodies are working for the defense industry to a certain degree, but nobody consolidates them. The government's defense industry commission gathers once in three months, but it is only a consultative body, and executors are free to make any decisions regardless of its recommendations.
